Position Overview:
The Specialist Risk Expertise role plays a critical part in the development, implementation, and maintenance of the Council’s Risk Management and Compliance Framework. The successful candidate will focus on managing operational risk reviews and conducting risk assessments from an operational perspective. They will provide expert advice on identifying, assessing, and mitigating operational risks across various departments, ensuring alignment with the Council’s strategic objectives.
Key Responsibilities:
Operational Risk Management and Framework Development:
- Implement and maintain the Council’s Risk Management and Compliance Framework, ensuring it meets Council requirements.
- Develop and maintain operational risk registers for each branch in alignment with the risk framework.
- Oversee the strategic risk register for the organization, ensuring operational risks are included and effectively managed.
- Review and maintain the Council’s Risk Appetite Statements, collaborating with the Executive Leadership Team to ensure risks fall within defined limits.
Operational Risk Reviews and Risk Assessments:
- Lead operational risk reviews, collaborating with departments to identify and assess operational risks.
- Facilitate workshops and risk assessments, ensuring appropriate mitigation strategies are developed.
- Provide expert guidance on managing operational risks in various contexts, including business-as-usual (BAU) initiatives and ongoing projects.
Risk Treatment and Controls Assurance:
- Provide oversight for risk treatment actions, ensuring they are implemented and completed in line with Council’s risk appetite.
- Develop and manage a controls and assurance testing regime to confirm the effectiveness of operational controls.
- Analyze the results of controls testing and recommend improvements to risk management strategies.
Stakeholder Engagement and Education:
- Engage with stakeholders at all levels of the organization, educating them on risk management principles, responsibilities, and processes.
- Deliver training programs to raise awareness of the risk management framework and embed risk management in everyday operations.
- Foster strong relationships with both internal and external stakeholders to promote a risk-aware culture.
Risk Information Systems and Reporting:
- Work with vendor partners to implement and maintain risk management information systems that aggregate, analyze, and report on risk data.
- Lead the risk reporting process, ensuring timely and accurate reporting to senior management and stakeholders.
- Prepare strategic risk reports that provide actionable insights into operational risk management performance.
Leadership and Technical Guidance:
- Provide technical leadership across the Risk and Compliance Program, mentoring staff and promoting best practices in operational risk management.
- Contribute to policy development and process improvement initiatives to enhance risk management effectiveness.
- Collaborate with the Program Leader to ensure risk management processes align with strategic objectives.
Business Improvement and Continuous Development:
- Identify opportunities for business process improvements related to operational risk management.
- Work with leadership to implement continuous improvement initiatives that enhance risk management efficiency.
- Lead and participate in projects to enhance the systems and processes that support operational risk management.
Desirable Skills:
- Experience in local government or public sector risk management.
- Knowledge of current local government and industry best practices in risk management.
- Ability to lead and influence cross-functional teams, driving improvements in risk management processes.
