The North East Link (NEL) Project is Victoria’s largest road transport initiative, creating the missing link in Melbourne's freeway network, significantly reducing travel times, and connecting key growth areas. The project is being delivered through the Spark North East Link consortium under a $11.2 billion Public-Private Partnership.
Established under the North East Link Act 2020, STC acts as the asset-owner of the North East Link road and manages the toll revenue stream upon project completion. The organisation oversees toll collection, access control, and operational management, ensuring that toll revenue recoups the cost of construction and maintenance.

About the Role:
The Systems Engineer supports the Senior Systems Engineer in the delivery phase of the Tolling Collection Capability (TCC) Project, with a focus on the Roadside Systems' design and implementation. This entry-level role is ideal for recent engineering graduates looking to build their expertise in systems engineering within the transportation and mobility systems domain. As the organisation grows, the scope of responsibilities for this position will expand.
Key Responsibilities
Systems Engineering Support:
- Assist in the design, installation, testing, and commissioning of the Roadside System.
- Maintain detailed system requirements throughout the lifecycle, from specification to operations.
- Collaborate with senior stakeholders to align on solution blueprints and system changes.
- Support the development of STC’s systems engineering documentation and change control processes.
Project Management:
- Apply sound project management practices to assist in the efficient procurement and delivery of the Roadside System.
- Work closely with the TCC Project team to ensure alignment with broader project goals.
Key Relationships:
The Systems Engineer will work with:
- Senior Systems Engineer, Project Manager, and Business Solution Lead.
- STC employees, technical consultants, and contractors involved in roadside tolling.
- External contractors and the North East Link Project team.
Success Factors:
- Understands the operational structure of a greenfield tolling project.
- Builds strong relationships with stakeholders across internal and external teams.
- Contributes to maintaining specifications and project alignment.
- Demonstrates adaptability and provides meaningful input within the TCC Project team.

Knowledge and Skills:
- Familiarity with systems engineering practices and technology-based solutions.
- Basic understanding of IT infrastructure, network principles, and system maintenance.
- Awareness of project management practices and IT security controls.
