About Our Client:
The North East Link State Tolling Corporation (STC) is pivotal in delivering Victoria's largest road transport project, the North East Link. Connecting key growth areas, this transformative project will reduce travel times and enhance Melbourne’s freeway network. As the future asset-owner and operator of the tolling system, STC ensures the successful transition from construction to operations, overseeing long-term tolling and asset management.

Reporting to the Manager Completions and Operational Readiness, the Senior Toll Road Engineer will provide technical expertise to support the transition of the NEL asset from delivery to operations. As a subject matter expert, this role will lead the development of operational readiness strategies, assess project deliverables, and establish STC’s operational capabilities.

Key Responsibilities

Operational Readiness:

Develop and implement strategies, plans, and schedules for the transition from delivery to operations.
Evaluate and recommend improvements to project deliverables, technical documents, and processes.
Lead the development of asset handover and transition workflows, ensuring seamless completion.
Identify and mitigate risks and issues impacting readiness and operations.
Collaborate with internal and external stakeholders to align on operational goals.

Operations Management:

Assess the effectiveness of contractors maintenance practices, asset management systems, and KPIs.
Provide expert advice on road tunnel operations and lifecycle optimisation.
Review technical plans, audits, and data to ensure compliance and operational success.
Deliver recommendations with a clear understanding of operational and commercial impacts.
Build strong relationships with STC’s Commercial team, executive leadership, the NEL project team and other related organisations as required.

Knowledge and Skills:

Technical Expertise: Deep understanding of toll roads, tunnel operations, and maintenance models.
Contract Management: Extensive experience managing complex contracts to achieve operational outcomes.
Critical Thinking: Ability to resolve issues and deliver tangible results.
Project Delivery: Success in managing programs to meet objectives.
Stakeholder Engagement: Builds partnerships and drives consensus among diverse groups.
Strategic Planning: Translates operational needs into actionable strategies.

Qualifications:

Tertiary qualifications in Engineering are required.
Postgraduate qualifications or equivalent experience in Engineering, Business, or related fields are highly desirable.
