Opportunity for a skilled Project Manager to join a Property Division within a local council on a contract basis to oversee telecommunication lease negotiations and administration. This role is pivotal in ensuring effective collaboration with telecommunication carriers and managing the delivery of new telecommunication sites. This is an initial 6-12 month contract.
Position Overview:
As a Project Manager, you will lead and manage telecommunication lease negotiations on behalf of the Council. Your expertise in project management, coupled with your knowledge of telecommunication regulations and community consultation, will be key in facilitating new site deliveries and ensuring compliance with statutory requirements.
Key Responsibilities:
... Negotiate lease terms with telecommunication carriers, including Telstra, Optus, and TPG Vodafone, to secure advantageous agreements for the Council.
Administer telecommunication leases, ensuring adherence to terms and conditions and managing lease renewals and modifications as required.
Oversee internal project management processes, liaise with Council departments, and coordinate the delivery of site infrastructure by telco carriers.
Engage with the community to address concerns and ensure that new telecommunication sites align with community interests and statutory requirements.
Carry out functions under the Local Government Act, including the lease and licence of Council land, and ensure compliance with Schedule 3 of the Telecommunication Act 1997 (Com) and relevant sections of the LG Act 1993.
Apply a good working knowledge of the Transport and Infrastructure SEPP and planning guidelines for telecommunication facilities to inform project execution.
Skillfully negotiate with telecommunication Carrier's leasing representatives to achieve favourable outcomes for the Council.
Essential Qualifications & Skills:
Proven experience in project management, with a strong track record in telecommunication lease negotiations and administration.
In-depth understanding of Schedule 3 of the Telecommunication Act 1997 (Com) and its application to community land and telecommunication facilities.
Knowledge of the Local Government Act 1993, particularly sections 46, 47, and 55, as well as the Transport and Infrastructure SEPP and planning guidelines for telecommunication facilities.
Strong negotiation skills with the ability to manage relationships with telecommunication carriers and other stakeholders.
Excellent communication and interpersonal skills to facilitate effective community consultation and internal collaboration.
Ability to work independently and manage multiple projects concurrently.
