Key Responsibilities:
Governance & Documentation:
- Finalise key legal and financial foundational documents to ensure the program meets all legal and regulatory requirements.
- Create detailed reports and documentation for Board and Responsible Ministers' approval, aligning with Queensland Rail’s governance framework and ensuring clarity and transparency.
- Develop a comprehensive suite of corporate governance documents, including reporting templates and compliance documentation, supporting the program’s structure and processes.
- Lead the creation and implementation of the program’s operating budget, ensuring that all financial activities are efficiently allocated and aligned with the broader strategic goals of Queensland Rail.
Stakeholder Management:
- Lead and manage relationships with a wide range of internal and external stakeholders, including senior leadership teams, government bodies, rail heritage organizations, industry experts, and community representatives.
- Engage regularly with Department of Transport and Main Roads, Queensland Treasury, and other key departments, ensuring timely approvals of foundation documents and securing the necessary funding for program initiatives.
- Facilitate collaborative working relationships across a variety of organizational levels, building trust, fostering positive relationships, and ensuring that all stakeholders are aligned with program objectives and progress.
Program Strategy & Execution:
- Provide strategic leadership for the overall heritage program, ensuring it supports Queensland Rail’s broader objectives and is aligned with the organization’s long-term goals and vision.
- Collaborate with the Group Senior Manager, Brand, Reputation, and Corporate Affairs and other senior leaders to ensure the program is executed in line with Queensland Rail’s operational and strategic priorities.
- Develop, implement, and oversee the execution of strategies that drive the program forward, ensuring that deliverables are achieved on time, within budget, and meet established quality standards.
- Monitor the progress of the program, adjusting timelines and resources as necessary to ensure that objectives are met.
Financial Management:
- Oversee the financial management of the heritage program, ensuring the program is delivered within the allocated budget and that funds are appropriately allocated to key priorities.
- Take responsibility for budget creation, tracking, and reporting, ensuring that any financial discrepancies or deviations are addressed promptly and transparently.
- Liaise with finance teams and other departments to ensure that financial processes are in place and that spending is aligned with both the heritage program’s goals and Queensland Rail’s overall financial framework.
Communication & Reporting:
- Prepare and deliver detailed reports, presentations, and briefings for senior management, board members, and external stakeholders, ensuring clear and concise communication of program progress, challenges, and successes.
- Maintain regular communication with internal and external stakeholders, providing updates on key developments, program milestones, risks, and outcomes.
- Ensure that all program-related communications are strategically aligned with Queensland Rail’s overall brand and reputation objectives.
Risk Management & Compliance:
- Identify and assess potential risks to the heritage program, including financial, operational, and reputational risks, and develop strategies to mitigate those risks.
- Oversee compliance efforts, ensuring that all program activities adhere to legal, regulatory, and organizational policies and standards.
Key Skills & Experience:
- Project Management: Extensive experience in managing complex, multifaceted projects, particularly in the heritage, infrastructure, or government sectors. Ability to manage multiple stakeholders, timelines, and budgets in a dynamic environment.
- Stakeholder Engagement: Proven ability to manage and engage a wide variety of stakeholder groups, including government agencies, industry bodies, and community organizations, ensuring their needs and concerns are addressed throughout the program lifecycle.
- Leadership: Strong senior leadership skills with experience in guiding cross-functional teams, driving collaboration, and fostering an environment of accountability and high performance.
- Strategy Development & Execution: Expertise in developing and implementing long-term strategies, ensuring that the heritage program delivers sustainable outcomes aligned with the client's objectives.
