Procurement Manager
Randstad are exclusively partnered with the Port of Hastings Corporation to recruit a procurement manager on a permanent basis to lead all aspects of procurement function, including construction of the Victorian Renewable Energy Terminal Project.
The Port of Hastings Corporation is responsible for managing the landside port operations at the Port of Hastings, including the maintenance and development of the associated port infrastructure. They are committed to sustaining a safe and vibrant deep-water port, which is located within the Westernport Ramsar site, an area of international ecological significance.
Victorian Renewable Energy Terminal Project
The Victorian Renewable Energy Terminal Project (VRET) is a Victorian Government project with a total investment of circa $1.5B. It has been approved through a short form business case and is now progressing to detailed business case, environmental investigations, assessments and submissions for approval, stakeholder engagement and development of a reference engineering design, followed by procurement and delivery phase.
Key responsibilities include:
- Providing strategic advice to the CEO and Executive Leadership Team in relation to the ongoing development of the organisation’s procurement governance framework
- Overseeing all aspects of procurement, sourcing, tendering, contract management
- Management of assurance and compliance reviews of end-to-end procurement activities and processes
- Development and implementation of Procurement Strategy, incorporating the procurement activity plan, supplier engagement plan, capability development plan and emergency procurement plan
- Ensuring adherence to procurement guidelines, directions, and instructions set by the VGPB for goods and services, as well as the Department of Treasury and Finance for public construction works and services
- Promoting best practices and continuous improvement in the functions of procurement and contract management
- Knowledge of procurement frameworks in accordance with the Victorian Government Purchasing Board (VGPB) guidelines for goods and services, as well as the Department of Treasury and Finance prescriptions for public construction works and services.
- Proven expertise in stakeholder engagement, providing expert guidance and strategic advice to key stakeholders across procurement and contract management functions.
- Extensive experience in procurement lifecycle management, including sourcing, tendering, contract administration, and procure-to-pay processes.
- Strong compliance and assurance capabilities, with experience conducting reviews of end-to-end procurement activities to ensure adherence to regulatory and policy requirements.
- Ability to drive best practice and continuous improvement, identifying opportunities to enhance procurement efficiency, governance, and value-for-money outcomes.
- Familiarity with Enterprise Resource Planning (ERP) software and procurement platforms, with experience leveraging technology to optimise procurement processes and reporting.
- Relevant tertiary qualifications in procurement, business, finance, or a related field.
- Membership with the Chartered Institute of Procurement & Supply (CIPS) (preferred).
- Hands-on experience in procurement within the Victorian Government, including knowledge and working experience of procurement guidelines, directions.
