Background
The DLGWV plans, manages and has oversight of Queensland’s water resources and associated and required water infrastructure and operations. This includes oversight of the Queensland Government owned water entities i.e., Seqwater, Sunwater, Gladstone Area water Board and Mount Isa Water Board. The department also oversees and/or supports local councils water requirements and works with the Australian Government in accessing funding to support Queensland’s water requirements and infrastructure.
RWSI is seeking a suitably experienced and skilled candidate to fill a contract position until 30 June 2025 at the level up to AO8/4 pay scale for casual employees.
The position is not full-time, expectations are around 3 days per week (up to 60% FTE). There is flexibility in the amount of time (up to the 60% FTE), with the exact days and % of FTE to be negotiated with the candidate. Flexible work arrangements will be used, so work will be in the office (1 William Street, Brisbane City) and from home, again to be agreed with the candidate.
This part-time position will be part of a small team and assist RWSI in the strategic planning and oversight of the current forward program of bulk water infrastructure projects. Basically, assisting in the strategic planning and sequencing and potential prioritisation of projects within the current program of projects, and related assessment and capital and project reporting.
The position will report to the Program Manager responsible for managing the strategic planning functions in RWSI i.e., overseeing the strategic water infrastructure planning and oversight (of the current bulk water infrastructure program.)
Demonstrated skills and experience sought in the following areas:
- Strategic planning and infrastructure program management (of projects), project sequencing and/or infrastructure project management;
- Capital reporting on infrastructure programs and/or projects; financial and project data manipulation and analysis;data management (software) systems such as excel and Power BI; and (infrastructure) project assessment and delivery.
- Project planning design, development, management and delivery (government policy and research projects, not construction)
- Departmental presentations
- Stakeholder engagement
- Government processes and cabinet/CBRC submissions
Responsibilities of the position
In relation to the forward program of bulk water infrastructure projects in Queensland and the Department’s Strategic Water Infrastructure Planning, oversight and reporting, the role is required to undertake and/or contribute to the following (duties):
- Liaise within DLGWV, with central agencies (Queensland Treasury, State Development) and water entities in gathering project and program data and information;
- Update, manage and analyse project and program information and data to ensure information remains up to date and can contribute to improving the timing and/or sequence of the forwards program;
- Undertake project and program analysis, and provide related technical advice on the progression of priority projects from the bulk water program including technical, social, environmental and economic assessments;
- Consulting with the water entities and central agencies when required, assist in understanding and influencing/improving project sequencing and program delivery (within the forward program of projects);
- Provide robust, context-specific advice to senior executives to support evidence-based decision-making;
- Contribute to the drafting of reports, briefings and submissions on the project and program status and developments and the broader SWIP developments;
- Contribute to policy analysis and development that is relevant to improving the forward program when required;
- Assist in preparation and/or implementation of risk mitigation strategies and actions that reduces the financial and/or delivery risks to the forward program.
