- Engage and provide advice to internal stakeholders and suppliers on procurement processes and practices, ensuring compliance with relevant legislation and South Australian Government procurement policies, procedures, delegations, and guidelines.
- Facilitate and assist in undertaking procurement activities, including:
- Procurement planning and approvals.
- Completion of procurement documentation to release to market.
- Tender administration.
- Contract management, including planning, contract administration, reporting, and incident management.
- Monitoring contract performance using KPIs and performance management.
- Management of contractual disputes and invoicing issues.
- Coordinate evaluation processes, including review of documentation, coordinating interviews, and providing recommendations.
- Coordinate placements or service delivery, including liaising with relevant parties.
- Develop and maintain effective relationships with key internal stakeholders, public sector bodies, industry, and suppliers.
- Coordinate site monitoring, including site visits as necessary, to maintain effective relationships and resolve issues.
- Identify opportunities for innovation and improvement, and support change management processes.
- Develop and implement internal contract governance frameworks, guidelines, templates, and reports.
- Prepare and/or review regular performance reports, briefing notes, and other correspondence.
- Maintain record management systems, including databases and registers, and contribute to system improvements.
- Ability to apply and interpret legislation, policy and procedures.
- Experience in contract management and/or program/service administration.
- Effective interpersonal skills, with the ability to build and manage ongoing working relationships with a diverse range of stakeholders.
- Ability to effectively summarise large volumes of material to articulate relevant points and inform high-level decision-making.
- Demonstrated experience in risk management, negotiation and conflict resolution skills.
- Experience monitoring performance/evaluating programs or service provision against key indicators.
- There are no mandatory qualifications.
- However, tertiary qualifications in business and/or procurement related disciplines, certifications through the Chartered Institute of Procurement and Supply or equivalent purchasing certifications, experience in a human services industry, experience in human resource management, and/or experience within South Australian Government are highly regarded.
